The map will be submitted [o the Division in the Annual Reclamation <br />Report. <br />Any potentially acid- ortoxic-forming spoil material will be identified by sampling <br />regraded spoil, and will be chemically treated or buried with a minimum of four feet <br />of topsoil. By neutralizing and/or isolating any acid- or toxic-forming material from <br />the surface, and mixing limited quantities of such material with much greater <br />volumes of benign spoil material. any negative effects of problematic material will <br />be ameliorated. <br />The Division proposes to approve the applicant's plan for disposal of <br />debris, acid-forming or toxic materials, or materials constituting a fire <br />hazazd in a manner designed to prevent contamination of ground or <br />surface waters. A contingency plan has also been developed to <br />prevent sustained combustion of flammable materials. (4.14.3(1)(a)). <br />2. The Division proposes to approve the method and design <br />specifications for covering of acid-and toxic-forming materials in <br />order to prevent leaching into surface and ground water and to insure <br />backfill stability. (4.14.3(2)). <br />VIII. Revegetation <br />Information pertaining [o revegetation at the Yoast Mine is found in Tabs 10, 19, and <br />22 of the permit application package. <br />Five major vegetation community types occur within the proposed Yoast permit area. <br />These major vegetation community types are: Mountain Brush, Sagebrush, Aspen, <br />Steep Mountain Brush, and Western Wheatgrass/Alkali Sagebrush. Additional <br />community types occur within the proposed permit area but at considerably smaller <br />acreages. These additional vegetation types include: Upland and improved <br />subirrigated pasture, Mesic drainage, lands in the Conservation Reserve Program, <br />Cropland, Alkali Sagebrush/Greasewood, and Alkali Meadow. Approximately <br />51.8% of the proposed permit azea is comprised of Mountain Brush community at <br />(1166 acres). Sagebrush is the next most dominant community representing 422.4 <br />acres, or 18.7% of the permit area. The Aspen community ranks third in azea with <br />333.5 acres, 14.8% of the permit azea. All other community types are considerably <br />less extensive with no one type exceeding 6% of the permit area. <br />Seneca Coal Company collected baseline vegetation data during June, 1990 and July, <br />1992. Sampling was performed in accordance with the Regulations and was <br />discussed with the Division prior to data collection. <br />Seneca Coal Company has proposed five permanent reclamation seed mixes and one <br />temporary seedmix. Seed mix IA will be used throughout the majority of the <br />Yout Mine 31 March 6,?001 <br />
