Introduction <br />This document is the decision package prepazed by the Colorado Division of Minerals and Geology <br />(Division) for the Yoast NJine Permit Renewal No. 1. This document includes: 1) the proposed <br />decision to approve, with stipulations, the permit renewal application; 2) a summary which includes <br />a history of the review of the permit application, a description of the environment affected by the <br />operation and a description of the mining and reclamation plan; and 3) the written findings of <br />compliance the Division has made as required by the Colorado Surface Coal Mining Reclamation <br />Act. Detailed information concerning the findings of compliance can be found in the Regulations <br />of the Colorado Mined Land Reclamation Boazd for Coal Mining. <br />The Division has received an application for a successive five year renewal of Permit No. C-94-082 <br />to conduct surface coal mining and reclamation operations at the Yoast Mine. The application was <br />submitted by Seneca Coal Company (SCC), and the mine will be operated by SCC. The mine is <br />located on Federal, State and privately owned lands within Routt County, Colorado. The legal <br />description of the lands included within the permit area is: <br />Township 6 North, Ranee 87 West of the 6th Principal Meridian <br />Section 28: Portions of NW'/a,NW'/aSW'/a,SW'/aNE'/a <br />Section 29: Portions of SE'/a <br />Section 32: Portions of NW'/aNE'/a,W'/zEYz <br />Township 5 North, Ranee 87 West of the 6th Principal Meridian <br />Section 5: Portions of W'/zE'/z <br />Section 8: NW'/a, SW'/a, W'/zNE'/a, W'/zSE'/a <br />Section 16: SW'/aNW'/a, NW'/aSW'/a, and portions <br />of SW'/aSW'/a, NW'/aNW'/a, SE'/aNWYa, <br />NE'/aSW'/a , IO`W'/aSE'/a <br />Section 17: All <br />Section 18: NEYaSE'/a, S'/zSE'/a <br />Section 19: E'/z and portions of E'/zW'/z <br />Section 20: SW'/aNW'/a, N'/zNWYa, WYzSW'/a, and <br />portions of N'/zNE'/a <br />Section 29: NW'/aNW'/a <br />Section 30: N'/zNE'/a <br />The proposed permit area encompasses 2318.3 acres, of which 989.6 acres are planned to be <br />disturbed by surface operations.
