<br />-34- <br />The proposed operation is in compliance with the requirements of this section. <br />X. Soils -Rules 2.04.9, 2.05.3(5), 2.05.4(2)(d), and 4.06 <br />Soils information is presented on pages III(21) to III(32) and Addendum D of <br />the application. <br />Additional soils will be salvaged from the area of the refuse pile during site <br />preparation. This is the only area covered under this permit revision that <br />has not been disturbed previously, therefore all the soil material available <br />must be salvaged. The following stipulation is therefore required. <br />Stipulation No. 9 <br />DURING PREPARATION OF THE SITE OF THE REFUSE DISPOSAL AREA ALL SOIL <br />MATERIAL MUST BE SALVAGED DOWN TO BEDROCK. THESE MATERIALS MUST BE STOCKPILED <br />IN A MANNER THAT SEGREGATES THE A AND B HORIZON FROM THE C HORIZON. <br />These soil materials will be stockpiled south of Highway i2 but north of the <br />permanent stream channel diversion. <br />In the area where other surface facilities are proposed to be built, there is <br />no topsoil present at the surface. Some topsoil which was buried many years <br />ago may be encountered during excavation activities for the diversion and <br />structural foundations. Soil that is encountered in these instances will be <br />salvaged and stockpiled, provided that it is still suitable. <br />Six inches of topsoil will be replaced on the refuse pile during reclamation. <br />Any remaining soil in stockpiles will be used for reclamation of the surface <br />facilities areas. <br />With the acceptance of the above stipulation the proposed operation is in <br />compliance with the requirements of this section. <br />XI. Vegetation -Rules 2.04.10, 2.05.4(2)(c) and 4.15 <br />Vegetation information can be found on pages III(33) through III(35) and in <br />Addendum C, part 27 of the revision application. <br />Undisturbed vegetative communities exist only within the area of the proposed <br />refuse pile. The permittee has proposed to sample these vegetative <br />communities this summer prior to disturbance of the area. However, the <br />sampling program which was proposed in the revision application is not <br />adequate. Therefore, the following stipulation is necessary. <br />Stipulation No. 10 <br />THE PERMITTEE MUS7 SUBMIT A REVISED VEGETATION SAMPLING PLAN AND METHODOLOGIES <br />TO THE DIVISION FOR APPROVAL. THIS PLAN MUST INCLUDE SAMPLING FOR PRODUCTION, <br />AS WELL AS VEGETATIVE COVER, WOODY PLANT DENSITY, AND SPECIES DIVERSITY. <br />DURING SAMPLING THE PERMITTEE MUST EVALUATE THE POTENTIAL FOR IMPACTS TO RARE <br />AND ENDANGERED PLANT SPECIES IF IDENTIFIED DURING THE SURVEY. <br />
