<br />-12- <br /> <br />In order to insure that the hydrologic balance is not degraded with regard to <br />quality as a result of the proposed waste pile, the following stipulation is <br />required. <br />STIPULATION N0. 3 <br />THE OPERATOR WILL MONITOR EFFLUENT FROM THE SEDIMENT POND AT THE PROPOSED <br />REFUSE DISPOSAL SITE FOR THE FOLLOWING PARAMETERS: <br />FLOW pH <br />Total suspended solids Total dissolved solids <br />Electro-conductivity Ca <br />Mg K <br />Na SAR <br />F1 So <br />Al Cr <br />Cu Fe <br />Mn Cl <br />C03 HC03 <br />MONITORING DATA WILL BE SUBMITTED TO THE DIVISION QUARTERLY. <br />The operator proposes to permanently divert the Middle Fork of the Purgatoire <br />River approximately 60 feet north of its present location for a distance of <br />800 feet. This diversion will allow for additional acreage to place storage <br />piles and preparation plant facilities. The operator has committed to lining <br />of the permanent diversion channel with riprap to withstand erosion of a storm <br />with a 100 year - 24 hour magnitude. The calculations for riprap and granular <br />filter sizing can be found in Addendum E of the permit revision application. <br />The following stipulations are required in order to assure the stability of <br />the permanent diversion of the Purgatoire River. <br />STIPULATION N0. 4 <br />BEFORE PLACEMENT OF THE CHANNEL LINING, THE OPERATOR MUST TEST THE ROCK <br />MATERIAL SELECTED ACCORDING TO ACCEPTED ASTM STANDARDS FOR RIPRAP <br />SUITABILITY: THESE RESULTS SHOULD BE SUBMITTED TO THE DIVISION. <br />CERTIFICATION BY A QUALIFIED ENGINEER IS REQUIRED FOR THE FOLLOWING: <br />1. FINAL GRADE AND ALIGNMENT OF THE RELOCATED CHANNEL; AND, <br />2. PROPER SIZING OF RIPRAP AND GRANULAR FILTER ALONG WITH APPROPRIATE <br />THICKNESS AND PLACEMENT OF THESE MATERIALS. <br />THESE CERTIFICATIONS MUST BE SUBMITTED TO THE DIVISION WITHIN 30 DAYS OF <br />FINAL CONSTRUCTION ON THE CHANNEL DIVERSION. <br />During construction of the channel relocation the operator will divert the <br />flow of the Middle Fork of the Purgatoire River. A temporary diversion plan <br />has not been submitted. Therefore the following stipulation is required. <br />
