Therefore, the Division approved those activities (4.04(6)). A list of approved facilities <br />may be found in Section 2.05.3(3) of the permit. <br />III. Hydrologic Balance -Rule 4.05 <br />A. Water Quality Standards and Effluent Limitations <br />The Division granted approval for small azea exemptions from the use of <br />sediment ponds, due to the limited size of the areas and due to the fact that ponds <br />and treatment facilities aze not necessary for the drainage to meet the effluent <br />limitations of Rule 4.05.2 and applicable State and Federal water quality <br />standards for receiving streams, and also due to the fact that no mixing of surface <br />drainage with a discharge form underground workings will occur. The locations <br />of the small areas to be exempted are discussed on Page 2.05-32 of the permit <br />application and are shown on permit document Map 21-1 and Map 95266-02 <br />(4.05.2(3)(b)(i)). <br />Storm runoff from sixteen small areas at the mine site are subjected to altemate <br />treatment prior to leaving the permit area. The sixteen areas are l .) the "material <br />storage area below Pond C, 2.) the pump station, 3.) the topsoil stockpile near the <br />Gob pile, 4.) the coverfill stockpile and cove~ll topsoil stockpile near the Gob <br />pile, 5.) the area around the mine engineer's building, 6.) the Freeman Gulch vent <br />fan site, 7) the area underneath the conveyor, between old State Highway 133 <br />and the Fire mountain Canal and 8) nine small areas along the train loadout <br />railroad track outslopes. In addition, alternate sediment control measures are <br />employed at several methane de-gas drill pads. <br />2. The Division granted an exemption from the use of sediment ponds for drainage <br />from underground mine workings as long as no mixing with surface drainage will <br />occur and as long as ponds and treatment facilities are not necessary for the <br />drainage to meet effluent limitations of Rule 4.05.2 and applicable State and <br />Federal water quality standazds for receiving streams (4.05.2(3)(b)(ii)). <br />B. Diversions and Conveyance of Overland Flow <br />The Division does not propose to approve a permanent diversion (4.05.3(2)). <br />2. The Division approved construction of a diversion on an existing landslide <br />(4.05.3(4)). <br />C. Stream Channel Diversions <br />The Division does not propose to approve the diversion of an ephemeral stream <br />draining at least one (1) square mile, an intermittent or a perennial stream <br />(4.05.4(1) and (4)). <br />2. Channel lining structures, retention basins, and artificial channel roughness <br />structures are proposed for use to control erosion. These means were approved <br />by the Division, since they are necessary to control erosion, they are stable and <br />will require infrequent maintenance (4.05.4(2)(a)). <br />25 <br />
