1' <br />New Pryor Reclamation Project <br />Cooperative Agreement Amendment Number 1 <br />OSM-51 Narrative <br />BUDGET BREAKDOWN <br />Final reclamation was completed and accepted by the Mined Land Reclamation . <br />Division on March 18, 1992. The final cost breakdown for this project ie <br />outlined as follows: <br />561,900 initial Bid/Purchase Order Amount. <br />513,000 Change Order Number 1 <br />51,300 Change order Number 2 <br />51033 Anticipated seed cost <br />$345 Unanticipated seed cost <br />53,000 Anticipated personnel cost <br />52,682 Unanticipated additional personnel cost <br />JUSTIFICATION <br />Change Order ~1 was initiated because the coal spoil volume was underestimated <br />in the bid document due to unanticipated subsurface conditions. Upon <br />excavation of the coal spoil, a previously unknown coal spoil filled ewale <br />underneath the pile was encountered requiring the removal and placement of an <br />additional 20,000 cubic yards. Also, additional equipment rental was required <br />to spread out and bury coal waste at the northeast corner of the project. This <br />work was unforeseen and therefore, not described in the bid document. <br />Change Order ~2 was initiated because the placement of the coal spoil, final <br />grading and topsoil was completed in July which was too late in the season to <br />successfully fertilize, seed and mulch the site. A total of 9 erosion control <br />berms were constructed on the contour to control erosion and avoid off site <br />damage. The need for these structures was not anticipated in the original bid <br />documentation. Also, an 8 inch by 50 foot deep abandoned drill hole was found <br />on the project site. This hole was hand backfilled from bottom to top. This <br />drill hole represented a significant hazard to the general public as it was <br />located near some foundation ruins. It was large enough for a small child to <br />fall into. <br />It was anticipated that 17 acres would be disturbed during the course of this <br />project. Actual measurement of disturbance revegetated totaled 22 acres. This <br />increased the cost of the seed due to increased amounts necessary to do the <br />work. The contractor seeded the entire disturbance for the original agreed <br />price. <br />The above changes due to unavoidable, unforeseen and hazardous conditions <br />increased the project engineering and management costs as outlined. There was <br />a significant increase in office and field presence requirements to insure that <br />the work was completed according to the approved plan and within budget to the <br />extent possible. - <br />
