4. Please update Section 2.05.4, Reclamation Plan, to show that the work described has been
accomplished, rather than will be done. This includes the discussion of the fruit trees, found on
page 2.05-15R and the discussion of air quality permits, found on page 2.05-15Ra.
5. Please update Section 2.05.6, Mitigation of the Impacts of the Loadout Operations, to show that
the work described has been done, rather than will be done. This includes the discussions on the
construction of diversions, found on pages 2.05-20 and 2.05-21, the construction of the ponds,
found in the first paragraph on page 2.05-21 and the description of the sediment ponds, found
on pages 2.05-23R and 2.05-24R.
6. It was determined in the Permit Renewal No. 3 adequacy review that the total disturbed acreage
is 10.9 acres, the total topsoil stockpile volume is 5243 cubic yards and that the topsoil
replacement depth is 3.57 inches. These values were stated on revised page 2.05-8a. Using
these values, information on pages 2.05-8c and 2.05-10 needs to be revised, as follows:
a. On page 2.05-8c, please change 5.4 inches to 3.57 inches for the topsoil replacement depth,
b. On page 2.05-8c, please change the subsoil replacement depth from 16.6 inches to 10.38
inches (15,206 cubic yards over 10.9 acres),
c. On page 2.05-8c, please change the total soil depth from 22 inches to 13.95 inches (3.57
inches of topsoil plus 10.38 inches of subsoil).
d. In the first paragraph on page 2.05-10, please change five inches of topsoil to 3.57 inches.
If Terror Creek wants to, these values for topsoil and subsoil replacement depths can be
rounded up.
7. The Division believes that some of the seed rates in Table 2, found on page 2.05-13R, are too
high. Although not necessary, Terror Creek may want to consider changing several of the rates.
If so, the Division recommends reducing the seed rate for Slender Wheatgrass to 2.0 PLS/acre,
Timothy to 0.2 PLS/acre, Western Yarrow to 0.1 PLS/acre, Cicer Milkvetch to 0.5 PLS/acre
and Rubber Rabbitbrush to 0.5 PLS/acre.
8. Included with this findings document are the Division's reclamation bond estimate calculation
sheets. Please review these calculation sheets and comment. Once the midterm review is
finished and approved, these calculation sheets will become a part of the Terror Creek Loadout
permit application.
Attachments
0ms97lterror\2001 midterm
5
