bpecial Stipulation Numbers 7 and 8 are now considered to have been
incorporated into the existing permit document (C-81-071).
Special Stipulation Numbers 10, 14, and 16 were carried to the December 14,
1961 (Coioraoo Yampa Coal Company), Permit Number C-81-071, but not the
renewed permit. We cannot find any evidence that these stipulations were
officially resolved. Please check your files and provide any available
information so that we may definitively close these requirements.
Special Stipulations 17, 18, and 19, are now stipulations 1, 2, and 3,
respectively, attached to the current Permit Number C-81-071. These are still
active stipulations.

During our review of the various revisions pertaining to the Eckman Park, Mine
1 and Mine 2 permit tiles, we identified several stipulations which were
attached to the approvals of several revisions. These are listed below, for
the record, and the associated resolution information is included.
Stipulations associated with a technical revision submitted February 18, 1981:
1. Energy Fuels Corporation must fulfill requirements of the agreement with
the Colorado Division of Wildlife to monitor and record elk movements and
calving in the area.
2. Stipulations for the major modification listed in the Assistant
Secretary's approval dated March 21, 1980, will also apply to this
technical revision where relevant.
3. Energy Fuels ~vi11 consult with representatives of the OSM, USGS, and
CMLRD to identify and agree upon an acceptable mining method for a
certain 21-acre area located within the NE-1/2, NE-1/4, Section 19,
Township 5 North, Range 86 West, within 90 days following determination
of a mining method acceptable to all parties, Energy Fuels' will submit an
appropriate mine plan calling for recovery of the reserves located in the
previously described area.
These are considered resolved at this time.
Stipulation associated with a technical revision submitted October 28, 1981:
Colorado Yampa Company shall notify the Division and the U. S. Fish and
Wildlife Service when blasting from the proposed modification is within
1000 teet of the active eagles nest.
This stipulation is considered resolved at this time.
