Land Use <br />Land use of the surface ie comprised of cropland, pastureland, <br />rangeland and disturbed areas associated with past mining activity. <br />Routt County Road No. 27 (paved) traverses the proposed lease area. <br />There are easements for Yampa Valley fileetrie Association (YVEA) <br />powerlinee (69 kV, 7.2 kV) and a U.S. Waet buried telephone cable. <br />There are three dwellings on the Brea which are owned by the Cyprus <br />Coal Company or an affiliate. <br />Hazardous or Solid Waetee <br />Many potentially hazardous or solid wastes are used in the day-to- <br />day operations of an underground mine. Daily uses of reportable <br />substances are below reportable quantities (R. Mills, verbal <br />communication 3/15/93). <br />IV. LNVIRONIDaR'AL COPSEODID7Cfi8 <br />A. Proaoaed Actioa Alternative <br />No significant impacts are anticipated to climate, air quality, <br />geology, or Visual resources ae a result of implementing the <br />proposed action. <br />Minerals <br />Coal: Ae much of the Wedge coal seam would be mined ae ie <br />economically and technologically feasible. This would meet the <br />requirement of maximum economic recovery and fully develop the <br />resource; leaving none to be wasted. <br />Oil and Gae: The gee well No. 6-36 may be damaged if subsidence <br />causes the well casing to fracture. If the casing ie fractured, <br />gee could leak out of the well bore and into the formation, <br />resulting in a lose of production and royalty and possible <br />contamination of the surrounding formations and aquifers. The gee <br />could also seep back along the fractures into the mine,. creating a <br />safety hazard in the mine. These could constitute significant <br />adverse impacts. All of these impacts, however, could be mitigated <br />by plugging the 6-36 well in advance of mining. CWCC plane to plug <br />and abandon the well before the longwall mouse into the final <br />panel. <br />There would be no significant impact to development of oil and gee <br />resources ae a whole because the area is small enough to be <br />intentionally drained through off lease wells or developed in the <br />future when the proposed coal lease has been mined through. Future <br />development of federal lease C-39036 would be dependent upon <br />negotiations between the oil and gee and coal lessees. BLM has the <br />authority to grant suspensions of operations or other actions to <br />facilitate such negotiations. <br />Hvdroloov <br />DMG has reported that there ie no noticeable surface-cracking <br />associated with the past development of the Foidel Creek Mine. <br />This ie largely explained by the presence of a thick, plastic shale <br />underlying the surface (the Marine Shale Member of the Williams <br />Fork Formation). This shale allows the subsurface to flex and bend <br />considerably, which typically reduces the amount of deformation <br />12 <br />
