r <br />Pronahom - Pronghorn are primarily located only on the northern and eastern boundaries of the <br />proposed coal mine, waste disposal and Utah side of the coal Vansportation route. They prefer the <br />grass and sagebrush a mixed desert shrub habitats. Increased human activity is a concern on alt <br />sites, but most concern is for the waste disposal site and coal conveyor. Vehides df all kinds, <br />including snowmobiles, will be prohibited from ott road use. A speed limit of 30 mph will be <br />established and strictly enforced for the haul and access roads. Employees will be educated to the <br />natural history of the species and encouraged not to stop their vehides or walk into the herd areas <br />during fawning. Employees will not be allowed possess firearms while working or going to and from <br />work. <br />I <br />Placement of the disposal site is also a major concern. This site lies directly on a natural route <br />between the pronghorn habitat to the north and a permanent water source at Cactus Reservoir to the ) <br />~ southeast. It is thought that utilization of the disposal site in only necessary increments and ~ <br />simultaneously reclaiming it will fadlitate the continued use of the access route by pronghorn. <br />However the antelope herd will be monitored either by personnel secured y the applicant or Colorado <br />Division of Wildlife. Should they determine that the herd is being cut off from this water source, a I <br />permanent water source will be provided on the north side of the disposal site by the applicant. l <br />IV.N Guttural and Hlstorlc Resources MltlgaUon Plan <br />Pursuant to OSM stipulation No. 4 and CMLR stipulation No. 31, Western Fuels-Utah, Inc. commits <br />to a mitigation plan for those cultural resource sites examined for eligibility for the National Register <br />of Historic Places by the Colorado State Historic Preservation t?ffice. The mitigation plan is outlined <br />below. <br />A General Plan for Mlne Life <br />SRB 491, 5RB 532, SRB 855, 4RB 858, SRB 859, SRB 902, SRB 907, SRB 922, SRB 1012, 5RB 1029, <br />SRB 1055, 5RB 1059, SRB 1082, and SRB 1148. <br />1) Ofi-road vehicle travel is prohibited within the permit area by all project personnel <br />including contractors and Western Fuels-Utah employees. <br />2) Starting in first quarter 1987. (the first quarter subsidence is predicted), periodic field <br />reconnaissance will be conducted to determine if surface subsidence has affected any of <br />the above referenced cultural resource sites caused by longwall mining. In the event of <br />the identification of alterations at these sites, appropriate regulatory authorities will be <br />notified by Western Fuels-Utah. <br />(Renewal #2 1/94) IV-56 <br />
