SUMMARY <br />The Review Process <br />The Bourg Strip Mine is operated by the Flatiron Companies. The mine is located in Jackson <br />County, Colorado approximately seven miles east-northeast of Walden, off Jackson County Road <br />19 in Sections 7 and 18 of T9N, R78W. The Bourg Strip Mine has been in existence since July <br />of 1980 and has operated under permit Nos. 79-125 and C-81-021 issued by the Colorado Mined <br />Land Reclamation Board. Mining operations at the Bourg Strip Mine ceased in 1987 and the <br />mine site is fully reclaimed. <br />The Flatiron Companies filed a complete application for permit renewal pursuant to C.R.S. 34- <br />33-109(7)(d) on December 1, 1997. The Division issued a preliminary adequacy review on <br />March 3, 1998. Adequacy concerns were satisfactorily addressed by the mine, and a proposed <br />decision to renew the permit was issued August 4, 1998. No public comment was received <br />during the review process. <br />A Request for "Transfer of Coal Permit and Succession of Operators" was received by the <br />Division on February 4, 1998. The request was reviewed by the Division and Permit C-81-021 <br />was transferred from Walden Coal Company to the Flatiron Companies, effective as of May 1, <br />1998. <br />This decision document updates the renewal findings of compliance issued on April 2l, 1993. <br />The original permit application was submitted on February 13, 1981. Permit C-81-021 was <br />issued on Apri121, 1983. <br />Description of the Environment <br />Topography <br />The mine site is located on a 160 acre private parcel of land in North Park at an elevation of <br />approximately 8100 feet. Land use in this area consists of grazing and wildlife habitat. U.S. <br />Bureau of Land Management land surrounding the permit azea is grazed by cattle from May to <br />July. Predominant wildlife in the area consists of antelope, sage grouse, mule deer, and rabbits. <br />Climatology <br />The climate of the region is characteristic of the high intermountain pazks. North Park has a cold <br />desert climate. The average annual precipitation neaz the mine is 10 inches, 6l% (6.0 inches) <br />occurring as rain during the months of May through September.
