The Canadian River receives most of its flow from snowmelt in the Medicine <br />Bow Range east of the mine site. Mann Draw, which flows a few weeks per year, <br />contributes an insignificant amount of surface water and groundwater to the <br />Canadian River alluvial valley floor. <br />3. Surface coal mining and reclamation operations will be conducted to preserve, <br />throughout the mining and reclamation process, the essential hydrologic functions <br />of the alluvial valley floor. <br />The alluvial valley floor will not be physically disturbed by the operation. The <br />applicant has not identified any significant hydrologic effect that would disturb <br />the essential hydrologic functions of the Canadian River alluvial valley floor. <br />XVIII. Prime Farmland <br />Based on information provided by the applicant on page 2.04.12 and the Division contact <br />with the U.S.D.A. Soil Conservation Service, the Division finds that there aze no prime <br />farmlands soils within the permit area. (2.07.6(2)(k)). <br />XIX. Mountaintop Removal <br />The Bourg Strip mining operation does not propose to conduct mountain top removal <br />operations. The applicant has met the requirements of Rule 2.06.3(3) and 4.26.2.9. <br />XX. Operations on Steep Slopes <br />The Bourg Strip mining operation has reclaimed the disturbed area to approximate <br />original contour and a variance for steep slope mining is not required. The requirements <br />of Rule 2.06.4, 2.06.5, 4.27.3 will be met. No specific approvals are required in this <br />Section. This mine is in compliance with this Section. <br />XXI.
