-86-
XXI. Sealing of Drilled Noles and Underground Openings - Rules 2.05.4(2)(8),
and 4.07
The portal sealing plan for the No. 1 and No. 2 portals is presented on page 75
of the Bear No. 1 and No. 2 application. The sealing plan is a standard plan which
involves construction of a double solid block Wall 10 to 20 feet in from the opening.
The remainder of the opening will be backfilled. The Bear No. 3 portal sealing plan is
outlined on pages 2.05-28 through 2.05-31 of the Bear No. 3 application.
The Division stated, in the adequacy letter of January 28, 1982, that the portal
sealing plan for the Bear No. 3 portals is a relatively standard plan which does
not adequately address the potential for uncontrolled mine discharges upon completion
of mining. The applicant responded that, as stated on psge 2.05-28, "there has never
been any gravity discharge of water from the workings of the Bar No. 1 and No. 2
portals, or the workings of the old Edwards mine."
If mine inflows are encountered during mining operations, the applicant has committed
to submit an appropriate sealing plan based on those conditions to replace the standard
sealing plan now contained in the application. This approach is acceptable to the
Division.
The proposed operation is in compliance with the requirements of this section.
