What are <br />the implications of being an issue? <br />We have-not been-able to meet with the Fremont County Commissioners to discussyour --` - - <br />anticipation that the County will be responsible for maintenance of the main road in the event that <br />the drainage gully from Chen's hill damages the road. <br />With regard to the portion of the Monarch fan road through the GEC disturbed area, we do not <br />believe that EFC is responsible. Please see the Southfield Permit Technical Revision No. 23, <br />Mar. 1996. Also my previous letter did not say that this part of the road was impassible last <br />summer but that it was almost impassible. <br />What is the purpose of the Division's continued if infrequent observations of the destroyed <br />concrete structures and the increasing dovvncutting of the drainage from the East Pit? Is there <br />going to be some event that will prompt any action? You state that repairs and mitigation of <br />major gullies and drainages would obviously be of long-term benefit. Do you suggest any party <br />that will accomplish such repair? <br />As for land instability you mention two specific factors of drought and excessive grazing. Drought <br />is beyond anyone's control, but we have not seen any of the Division's inspection reports <br />suggesting excessive grazing. There have been some cattle grazing of the areas and an even <br />larger herd of elk. <br />Our comment about the use of the word good to describe the GEC reclamation area is simple. If <br />this area were the responsibility of another permit holder there would be many violations and <br />citations.
