P1luvial \'allev Floors - Rules 2.06,5 and 4.24 (con't) <br />ho fanning activities will be p'rysically affected b•- these surface impacts. <br />The only land use tc•pe which cai11 be directly affected is rangeland. <br />The conclusion is, therefore, that the surface disturbance related to <br />the operation is limited in extent and will not directly affect am• farming <br />activities on the alluvial valle•• floor. <br />An area of irrigated cropland is located on the East Salt Creek alluvial <br />valley floor appro:;imately '~ mile do~.mstrea^ of ?1cClane Canyon. Irrigation <br />occurs through a series of diversion ditches carr~•ing the surface flo~,• to <br />various parts of the field. The essential hydrologic functions for this <br />portion of the alluvial floors are related to surface flow. <br />Surface water and ground water qualit}• and quantity ;gill be monitored during <br />the permit term as specified earlier in this document. The monitoring <br />program is designed to identify am• effects which nay occur as z result of <br />the minine operation. No adverse effects are anticipated and the Division <br />staff expect the monitoring program to provide proof of this contention. <br />Salt Creek ?fining Company has also agreed to secure annuzl production data <br />from the farmer downstream of the operation. This production data is to <br />be considered as secondary to the water monitoring program because <br />fluctuations in annual production can also result frog factors c.hich are <br />independent of the mining operation. <br />Therefore, pursuant to Rule 2.06.P.(5)(i), the Divisicn finds that the proposer <br />surface coal mining operations would not interrupt, discontinue, or preclude <br />farming on an alluvial valley floor. <br />Alluvial Valley Floor Findings with Regard to PSaterial Damage to 4iater <br />Quality and Quantit}•- <br />There 'will be no discharge cf water from the mine workings. i:e development <br />waste or roof fall rock will be disposed of or stored on the bench or any <br />part of the disturbed area. The only potential effect of the operation o; <br />water quality is through the introduction c€ suspended solids into runoff <br />from the disturbed area. <br />Runoff generated from the disturbed surface of the mine trill be contained <br />within a sedimentation. system. Undisturbed flow from upland areas will be <br />diverted around the disturbance and trill be unaffected by the operation. <br />The sediment s}'stem is de=_ioned to minimize the contribution of suspended <br />solids to runoff from the disturber treas. [dater will flow through z s}stem <br />of ditches and culverts into a sediment pond. The sediment pond i=_ designed <br />to detain the runoff for a sufficient period to allow sediment to settle out <br />prior to routing the flow bat}: into the natural drainage. Discharge from <br />the pond must meet 1;PDE5 and I-iined Land Reclamation Division effluent <br />standards. There will be no significant adverse effect on water qualit}~ <br />resulting from this operation. <br />
