Geology}• - Rules 2.04.5 and 2.04.6(2] (con't) ~ <br />The coal in the surge pile will be exposed to surface runoff for short periods <br />of tine. ?fa terial in the pile will normally be cycled within one day. There <br />is therefore little potential for e::cessive leaching of material in the pile. <br />The area of the surge pile accounts for only 3.5 percent of the total disturbed <br />area. This is approximately the ratio of contribution cf leachate from the <br />surge pile to the runoff from the rest cf the disturbed area. The leachate <br />e,•ouid be appreciabl~• diluted in this case. <br />All runoff from the surge pile and the bench area is contained with a <br />sediment control system as described in the €ollocain~ section (~'. H._•drologic <br />Balance: Surface dater) of this document. The syste:.caill prevent the <br />runoff from entering the natural drainage. Runoff from the area caill be <br />released into the natural drainage onl~• after it meets all applicable <br />effluent standards. <br />~'. This <br />information can be found in Sections 2.4, x.2.6, and 4. 2.i o: Volu-~e 1 and <br />Appendix ?1 of Volume IV of the application. The following comments are <br />based on review of these materials. <br />T_he applicant has supplied surface water oualit} data which is specifically <br />required bti• Rule 2.04.7(2)(b)(ii). The analyses provided (Tables 4.2-6 and <br />4.2-7 and Figures 4.2-8 and 4.2-9) include a number of parameters in <br />addition to those required by the Rules and Regulations. Data provided by <br />the applicant are sufficient to make the required findings of compliance <br />for this section. <br />These data indicate that the baseline water is substandard in quality <br />(according to ?lined Land F,eclamation standards of August 26, 1981]. The <br />operation will have little effect o^ the quality of this water. The <br />Division requires that monitoring of surface water continue during miring <br />to verify these conclusions. The fcllowing discussior. explains the <br />monitoring program, <br />Surface water ouar,tiry and qualito will be monitored upstream and do~.•nstrea:. <br />of the disturbance in ?ScClane Canyon and on East Salt Creek upstream and <br />dotzstream of the confluence of ?1cClane Cam on and East Salt Creek. Salt <br />Creek ?fining Company has agreed to establish a new monitoring site on East <br />Salt Creek directly below the mouth of ?fcClane Car._von. The Division <br />requires that Salt Creek ?lining Company locate the monitoring site on a <br />nap and provide an adequate designation for reference. The location is <br />subject to approval b}• the Division. This monitoring network will he <br />sufficient to identify an}• effects of the operation or. surface t:ater. <br />
