Long
RE: GEC West Pit Reclamation Project Division Director
Dear Dr. Corley:
The Division received your letter of December 16, 1994 in which you
indicated you prefer the final $800 from the Harrison Western funds
for GEC reclamation be used to plant trees on part of the GEC mine.
I have gathered some preliminary information and am preparing a
plan for purchasing and planting the trees this spring. Below is
an outline of the plan. Please let me know if you have any
comments or concerns. The State Forest Service sells trees on a
first come, first serve basis, so the order should be placed as
soon as possible.
The Division would purchase approximately 600 Ponderosa Pines, 600
slow-release fertilizer tablets, and 600 plastic nets for game
protection , at a cost of $800, from the Colorado State Forest
Service nursery in Fort Collins. The trees would be delivered to
the Canon City office of the State Forest Service. The Corley
Company would provide volunteer labor to plant the trees. Trees
would be planted using methodology recommended by the State Forest
Service in the portions of the permit area identified by The Corley
Company and the Division. Planting would be finished prior to a
spring, 1995 date recommended by the State Forest Service, and
dependent on the date of delivery of the trees. The Division would
inspect the results of the work during and/or after planting, as a
final sign-off.
In an effort to keep paper work to a minimum, I would prefer to
present the plan above in the form of an agreement between the
Division and The Corley Company. That agreement and a volunteer's
liability waiver should be all the necessary paper work between the
Division and the Corley Company. A sample of the waiver form is
enclosed. In order to complete a draft agreement, I would like to
know two things:
1. Approximately how many trees and at what density or
spacing, would you prefer to place trees in each of the three
