It deals <br />with the cap design regarding the low permeability cover placed on top of acid generating waste <br />rock at the Richmond Hill surface gold mine in the Black Hills of South Dakota. <br />We have a file full of documents on cap design as it evolved during the planning stages. For <br />simplicity, I had the company prepare a concise, updated document that outlines the general <br />characteristics of each component of the cap, as it was permitted. Also enclosed is a copy of the <br />permit conditions regarding the acid mine drainage reclamation work at the Richmond Hill mine. <br />The reclamation plan is two volumes in length and is available if you wish. It was prepared by the <br />company and their consultants (Golder and Associates, Shaefer and Associates, and OEA) and <br />reviewed by the State and our consultants (Dr. Andy Robertson, formerly of SRK, and Dr. Adrian <br />Smith of Kea Pacific Holdings). It was conditionally approved in February 1994. Reclamation <br />work is about 80% complete and will be finished during the next construction season. <br />The Richmond Hill mine is an excellent case history in the making.
