Per the <br />inspection of tune 9, 2003, Routt County has discussed with the current landowner the possibilities of gaining <br />access to the site for reclamation purposes. <br />The present landowner representative, Mr. Wilber Englehart, was given the status of the pit and the process needed <br />to be taken to acQuire release from you, the DMG. Mr. Englehart disagrees with the county process and wishes to <br />charge the County for lease/access to this property for reclamation. 1 gave Mr. Englehart the reasoning behind our <br />need to access the property and explained to him the options he has as a landowner. I told him that if he does not <br />want Routt County on the property for reclamation, then we could have discussions with your office (DMG) giving <br />Routt alternate release options. <br />Mr. Englehart was not pleased with our discussion and wanted us to reclaim, but for a price. I proceeded to advise <br />him that the County was not in the business of paying for access to reclaim a gravel pit. It is not in the County's best <br />judgment to pay a landowner for reclamaticn because this would onl ~ set a precedent for future reclamation <br />projects, which we would not have had to pay for normally. <br />Due to this stalemate, I ask the DMG to be patient with Routt County as we have further discussions with Mr. <br />Englehart. He is currently calling is attorneys and discussing the next step with them. I will be contacting him again <br />next week, and will informyou of any progress. <br />If you have any Questions, at this time, please do not hesitate to call.
