Subsidence Monitoring Program <br />i r <br />~~ r~ I~ <br />-52- ~ LJ .~U~ 0 <br />Empire Energy Corporation proposes to conduct a subsidence monitoring program <br />at the Eagle Mine complex. Empire Energy Corporation has committed to monitor <br />the elevation and orientation of all residences existing within Empire Village <br />and the private residence located within the NE 1/4 of the SE 1/4 of Section <br />30 of T6N, R91W. This survey monitoring shall be completed quarterly and the <br />results included within the semi-annual subsidence monitoring report, to be <br />submitted in accordance with Rule 2.05.6(6)(c)(1)(E). In addition, the <br />applicant proposes to install and monitor survey monuments in various <br />locations within the proposed permit areas of the Eagle No. 5 and No. 9 mines. <br />The Empire Energy Corporation's monitoring plan proposes monument <br />installations as depicted on Map IV-7 of the permit application. Monuments <br />are depicted above panels of the 3rd-East area of the Eagle No. 5 mine <br />(labeled as Monument Series A, B, C and D). Monuments are also indicated <br />adjoining the oil pipeline (labeled as Monument Series E), State Highway 13 <br />(labeled as Monument Series F) and adjoining the Rio Grande and Western <br />Railroad Spur (labeled as Monument Series G). Finally, art additional high <br />resolution grid network of survey monuments is Indicated above a panel area <br />adjoining the First West submain area of the Eagle No. 9 mine (labeled as <br />Monument Series H and I). <br />As of this time, five subsidence monitoring reports have been submitted in <br />conformance with the existing permit for the Eagle No. 5 and 9 mines. These <br />monitoring reports have included surveying results for the entire Monument <br />Series A through E and single Monument #F-1, located above the North Main <br />slope of the Eagle No. 9 mine in the immediate vicinity of State Highway 13. <br />As discussed above, the results of this initial subsidence survey monitoring <br />have provided some initial insight into the character of observed subsidence <br />at the Eagle mine complex. In general, observed subsidence above partially <br />extracted areas has exceeded analytical projections, while maximum vertical <br />subsidence above retreat pillared areas has been less than that originally <br />predicted. <br />In response to Stipulation 22 of the September 2, 1983 findings document, <br />Empire Energy Corporation submitted a format to facilitate interpretation of <br />future subsidence monitoring reports. It is an acceptable format, except that <br />the summary sheet should be amended to include a tabular summary of horizontal <br />survey location data and cumulative observed horizontal differences. <br />State Highway 13 and County Road 107 cross above the projected underground <br />mine workings of the Eagle Mine complex. Empire Energy Corporation commits <br />within the permit application to installation of subsidence monuments <br />adjoining State Highway 13. Because of the possible exposure of the public <br />and employees to health and safety hazards, the Division stipulated in the <br />September 2, 1983 document that Empire Energy Corporation is to supplement the <br />proposed subsidence monitoring for State Highway 13. Empire Energy <br />Corporatlon has committed in the permit revision application to visually <br />monitor portions of Highway 13 and County Rad 107 within the permit area on a <br />daily basis. <br />The Division finds the Eagle No. 5 and No. 9 Mines to be in compliance with <br />the requirements of Rules 2.05.6(6) and 4.20. <br />
