of Colorado, state law (CRS 34-63-102) directs the distribution of the state's share of
royalty funds to the counties of origin, individual municipalities within those
counties, the State School Fund, the Colorado Department of Local Affairs, and the
Colorado Water Conservation Board according to a complex formula. In 1996,
federal mineral lease royalty payments to the State of Colorado for all minerals
amounted to $32,394,356, of which roughly $800,000 was paid to Rio Blanco County
and $330,000 was paid to Garfield County. In 1997, Rio Blanco County received
approximately $1,200,000 and Garfield County received roughly $600,000 in federal
mineral lease royalty payments. This sharp increase in payments is attributed to a
recent change in the state law allocating these funds (Colorado Department of
Treasury 1998).
For each county, federal mineral royalty payments are divided among the county
governments, local school districts, and local municipalities. Tables 7-13 and 7-14
provide detailed breakdowns of how federal mineral royalty payments were
distributed in Rio Blanco and Garfield Counties, respectively, in 1996 and 1997.
