G%hile I must agreo thst your letter certainly does outline <br />the "gist" of our conversation, I must cite some reservations shout the <br />conclusions you reached in that Ictter. <br />The issue of tow to deal Pith such a problem is very complex, and 8~, this <br />}+oint in time in our understan~ing of the regulations, I cannot commit <br />to any particular approach. t'y cor~r~ents should be to}:en as purely advisory <br />in nature, and shoul:l not be construed to commit myself or the Division in <br />the future to any particular course of action. Zt is a difficult problem, <br />and I would suggest ttrat you continue to raise it with tlw people in charge <br />of the Division, along with any suggestions you may (rave, including our <br />previous conversations.
