LaRosa Rov Rnmer
3725 Birkenhead Ct. c°°ef"°'
Laurel MD 20723 lames 5 L°chhead
Executive Director
Dear Mr. and Mrs. LaRosa: Micnae~ e. to°R
Division D~reuor
On November l7, 1998 Ron Thompson of Basin Resources Inc (BRI) and me visited your property (lot 29-4)
located in Rancho Escondido development in Las Animas County, Colorado. This visit was in conjunction with my
routine coal mine inspections for the month of November, based on your objection to the work completed by BRI.
Your objection, as I understand it, is that BRI had left a considerable number of stumps and downed trees around
the outside perimeter of coal exploration site NM-48-95, located on your property next to a subdivision road. Based
on my observations on the 17'", I concur with your assessment of the situation. A considerable number of stumps,
downed trees, and branches remain on the outer perimeter of the site. As I mentioned in my letter dated October 13,
1998, the approved exploration reclamation pan calls for removal of "slash", which is defined as the downed trees,
brush, and branches resulting for the disturbance of the area. The Division believes removal of the slash is
necessary at this si?e.
Mr. Thompson indicated that BRl would remove this slash material. However, prior to removal, I suggested that I
contact you to determine exactly how you would prefer the situation be handled. A number of opticns exist. BRI
can remove all stumps, branches, tree trunks, etc. entirely from the site. Or, BRI will remove stumps and small
branches, as well as cut and stack larger logs in manageable lengths for your use, if you so desire. Or, possibly you
have anothr;r more preferable option on how you would like [o proceed. [f so, the Division suggesu you contact
Mr. Thompson directly. Please copy [he Division on any written correspondence between you and BRI.
Ultimately, the Division would like to know that you are satisfied with the reclamation of [he site.
With regard to the second site on your property, we walked the length of the canyon on your property and were
unable to locate this site. It is my recollection that you do not have any specific objections to the work completed at
this site. If this is not the case, please let me know.
Please indicate to Mr. Thompson or myself on how you would like to proceed. The area has no significant snow
cover at this time and the work could possibly be completed this year prior to the onset of winter.
Sincerely,
Kent Gorham
Environmental Protection Specialist
cc: Dan Hernandez, DMG
Ron Thompson, BRI
