The backfillina was to be done by <br />December 31, 1989. Mine personnel claimed that the Dit would be <br />backfilled to above the standing water level. Division inspectors <br />have been unable to verify this to date. <br />3. Topsoil stockpiles 7 and X were measured in the field. The summary sheet <br />is attached. Division volume estimates for these stockpiles were within <br />+13`r and -11$, respectively. Other stockpiles on the mine site were <br />inventoried. As of April, 1989 topsoil stockpiles existing on the site <br />were A, E, 0, P, T, K, Z, AA, B8, EE, HH, II, KK and LL. These <br />stockpiles contained approximately 588.8 acre feet of soil, according to <br />Peabody. <br />4, Topsoil thicknesses on reclaimed areas were extensively sampled in 1988 <br />and 1989. The summary memo for these sampling efforts is attached (same <br />memo as referenced for topsoil stockpile measurements). All areas <br />sampled were found to have enough topsoil on them except for some <br />isolated areas near the lower Wadge Pit Haul Ramp. These areas are near <br />the active Wadge Pit and topsoil will be replaced on them in 1990, <br />5. Vegetation monitoring was attempted in 1989. However, weather precluded <br />extensive vegetation monitoring. Visual observations of vegetation <br />during routine inspections indicate that vegetation is establishing, <br />thriving and controlling erosion on most areas that have been seeded. <br />Further quantitative vegetation monitoring will be attempted in 1990. <br />During the mid-term review for Seneca II, bonding history was reviewed and the <br />bond amounts were summarized. It appears that, from the mid-term review and <br />from a review of the reclamation cost file, the amount of bond presently held <br />for reclamation at the Seneca II Mine is adequate. Peabody has not asked for <br />any bond release for any areas since 1969 so the amount of bond presently held <br />is probably more than present reclamation liabilities, <br />Cffi4/yjb <br />3058E <br />
