Cottony <br />Division Director <br />Nucla, CO 81424 J / Natural Resource Trustee <br />Re: Waste Dump Monitor Well Plans For SM_-18 Mine (M--1978-116), JD-6 Mine (M-7977-31 D), JD-8 Mine <br />(M-1984-OI4) and JD-9 Mine (M I977-306). <br />Dear Mr. White: <br />Cotter Corporation has proposed the installation of monitor wells and piezometers at the above referenced sites to <br />gather hydrological data concerning the potential migration of metals from waste dump rock into the surrounding <br />area. Cotter and staff met on May 2"a, 2006 on site to discuss the initial proposal and possible well locations: <br />Staff has in principal agreed to the plan and locations, but final approval cannot be given until the plan is formally <br />submitted and reviewed. Cotter needs to submit the plans for each site which should include a basic well <br />construction plans as well as site and well location maps. The plans should also set a monitoring schedule and <br />proposed parameters to be tested from the samples. The Division also needs in the plan proposal a projected start <br />date for construction and possible first date for submission of data for review. <br />The approval of the plans, construction and data collection are critical for scheduling Cotter's appeals to the <br />Board of the DMO designation by the Division of the JD Mines and Non-DMO for the SM-18.
