An alternative subdrainage system for the coal mine waste azea has not been <br />proposed. The Division finds that the approved subdrainage system should ensure <br />the applicable static safety factor, stability of the fill, and protection of the surface <br />and ground waters (4.10.3(5)). <br />E. The Division is not proposing to approve a variation in the requirements for <br />maximum allowable lift thickness and minimum required compaction <br />(4.10.4(3)(a)). <br />IX. Coal Mine Waste <br />A. Non-coal waste will be stored at designated locations at the mine site, then <br />transported to the Delta County landfill for proper disposal. <br />X. Backfilling and Grading <br />A. BRL will reclaim the mine site to achieve approximate original contour. All <br />highwalls will be eliminated during reclamation. BRL has not requested any <br />vaziances regarding backfilling and grading, nor are any approved with this <br />decision document. <br />XI. Revegetation <br />Information regazding baseline vegetation studies may be found in Section 2.04.10 of the <br />permit. Information regazding revegetation of disturbed areas may be found in Section <br />2.05.4 of the permit. The goal of revegetation efforts at the Bowie No. 2 Mine is to <br />reestablish apost-mining land use of rangeland and wildlife habitat. Disturbed areas will <br />be seeded with one of two seed mixes, and straw mulch will be applied at a rate of 4000 <br />pounds per acre. <br />A. The Division approved the use of introduced species in the reclamation seed mix. <br />The applicant has submitted information which shows that the introduced species <br />aze desirable and necessary to achieve the approved post-mining land use and are <br />not poisonous or noxious (4.15.2(3)). Introduced species in the meadow seed mix <br />include Agropyron inteanedium (Intermediate wheatgrass), Agropyron elongatum <br />(Tall wheatgrass), Agropyron spicatum x repens (hybrid wheatgrass), Bromus <br />inermis (Smooth brome), Dactylis glomerata (Orchardgrass), Poa pratensis <br />(Kentucky bluegrass), Medicago saliva (Alfalfa), Medicago officianlis (Yellow <br />sweetclover), and Astragalus cicer (Cicer milkvetch).
