The Division does not propose to approve haul road cut slopes steeper <br />than 1.SH:1 V in unconsolidated materials or 0.25H:1 V in rock <br />(4.03.1(3)(c)(i)). <br />B. Access Roads <br />One access road was built to provide access from the portal bench to the utility <br />bench above the portal bench. <br />Alternative criteria and specifications were not used during the design of <br />access roads (4.03.2(1)(e)). <br />2. The landowner has not requested the retention of the access road depicted <br />on Map Nos. 15-I and 15-2. Therefore, the access road will be reclaimed <br />(4.03.2(1)(t)). <br />The Division does not propose to approve the location of a portion of an <br />access road in the channel of a stream (4.03.2(2)(b)). <br />4. The Division does not propose to approve access road cut slopes steeper <br />than 1.SH:1 V or 0.25H: i V (4.03.2(3)(c)(i)). <br />The Division does not propose to approve an access road embankment <br />slope steeper than 1.35H: N (4.03.2(3)(d)(viii)). <br />C. Light-Use Roads <br />The Division does not propose to approve the location of a portion of a <br />light-use road in the channe] of an ephemeral stream with an upstream <br />watershed of at ]east one (1) square mile, an intermittent or a perennial <br />stream (4.03.3(2)(b)). <br />2. The Division does not propose to approve a ford of an intermittent, a <br />perennial or an ephemeral stream which drains at least one (1) square <br />mile. Fords will be allowed across ephemeral streams with a watershed <br />less than one (1) square mile. The Division finds that the fords will not <br />affect stream sedimentation or fish, wildlife, and related values due to <br />light and infrequent use. <br />3. All but one of the light-use roads aze pre-existing roads and will be <br />retained after reclamation of the Bowie No. 2 Mine site. There is one <br />temporary access road that will be constructed to access the west side of <br />the loadout trackage for installation of a main line switch. Stipulation No. <br />13, attached to the proposed decision for Permit Revision No. 6, requires <br />the submittal of the CDOT road use permit for this road. The temporayy <br />light use road will be reclaimed. <br />2j <br />
