Long <br />Denver, CO 80220 Division Director <br />RE: Disposal of Coal Refuse, Linden Avenue Railroad Loadout, <br />Trinidad Basin Mine, Revoked Permit No. C-81-048. <br />Dear Mr. Forlina: <br />This letter is in response to our recent phone conversation. <br />The Division of Minerals and Geology is seeking a disposal site <br />near Trinidad, Colorado for approximately 16,000 cubic yards of <br />coal refuse. The refuse may result from reclamation activities <br />proposed for a rail yard loading area associated with a revoked <br />coal mining permit. Currently the material exists as an 8-inch <br />deep layer of residual coal lying adjacent to a rail line located <br />within Trinidad city limits. <br />For your records, I have enclosed copies of two maps, one showing <br />the location of the Loadout within Trinidad and the other of the <br />Loadout itself. Field inspection reports document that the mining <br />related structures and coal stockpiles had been removed and the <br />area graded flat in 1986. A sediment containment berm was left <br />along the boundary bordering "John's Ditch" to keep surface <br />drainage from entering the ditch directly. Currently there exists <br />stockpiles of earthen material, discarded railroad ties and debris <br />on site at the location where the coal crusher and ramp previously <br />existed. The Santa Fe Railway has verbally assumed responsibility <br />for these stockpiles. <br />Recently you had inquired as to the nature of the material and <br />suggested that the material be san~pled and analyzed in order to <br />determine its classification. Any specific comments or suggestions <br />that you could offer concerning the sampling and analysis of this <br />material would be appreciated. <br />
