SECTION B <br />The following findings and specific approvals aze required by <br />Rule 4: <br />I. Roads -Rule 4.03 <br />Approximately 11 miles of haul and access roads existed within the permit azea. The <br />major portion of the haul road system consisted of 55 foot wide haul roads constructed <br />near final grade on the post-mined topography. Two large fill embankments were <br />constructed, with the largest exceeding 80 feet in height. The approved reclamation plan <br />proposed removal of the roads, with grading as required to achieve approximate original <br />contour. Material from the large fills has been hauled to one of the approved excess <br />spoil disposal areas. TR-12 approved the retention of portions of haul roads and access <br />roads to remain as permanent to facilitate the post-mine ranch operation. These <br />permanent roads are no wider than 20 feet and any large fill areas were removed, <br />drainage modified where needed and roads aligned to more closely track along the <br />contour. <br />The Division proposes to approve the retention of the roads depicted on Map Nos. <br />36A and 36B since it is compatible with the approved post-mining land use, and a <br />request for its retention was submitted by the landowner (4.03.1(I)(f)(i)). <br />II. Support Facilities -Rule 4.04 <br />A. All support facilities have been transferred to the Foidel Creek permit # C-82-056. <br />No special approval is required under this section. <br />[II. Hydrolo¢ic Balance -Rule 4.05 <br />A. Water Quality Standards and Effluent Limitations <br />1. The Division proposes to grant small area exemptions from use of <br />sediment ponds due to the limited size of the areas and due to the fact that <br />ponds and treatment facilities are not necessary for the drainage to meet <br />the effluent limitations of Rule 4.05.2 and applicable State and Federal <br />water quality standards for receiving streams and also due to the fact that <br />no mixing of surface drainage with a dischazge from underground <br />workings will occur.
