<br />• <br />-1- <br />INTRODUCTION <br />The Snowmass Coal Company has filed an application to conduct coal mining <br />operations at the North Thompson Creek Mine pursuant to the Colorado <br />Surface Coal Mining Reclamation Act (Section 34-33-109, C.R.S. 1973, as <br />amended) and the Regulations promulgated thereunder. The North Thompson <br />Creek Mine 1s an existing mine located 1n the Roaring Fork River Drainage <br />Basin. During this permit term the Operator will be mining Federal <br />Leased Coal; all coal previously was private owned. The mine is located <br />on the northern edge of Pitktn County, 7 miles southwest of Carbondale <br />along County Road 108. The mine permit area is located on Figure 1 and <br />consists of lands located in the N1/2 Sec. 35, W1/2 S1/2 Sec. 35, Sec. <br />34, 27, 22, E1/2 Sec. 21, El/2 Sec 28, E1/2 SE1/4 Sec. 33, TBS, R89W, 6th <br />P.M. and W1/2 Sec. 2, Sec. 3, and El/2 E1/2 Sec. 4,T95, R89W. The <br />Snowmass Coal Company also operates a coal loadout facility on the <br />southern edge of Garfield County, 2 miles northwest of Carbondale along <br />Highway 82 (Figure 1). The affected area of the loadout occupies <br />Sections 19, 20, 29, 30, and 32, T7S, R 88W, 6th P.M. For the purpose of <br />this Findings Document the Permitted Mine facilities along North Thompson <br />creek and the Permitted Loadout facilities northwest of Carbondale are <br />referred to as "mine site" and "loadout site", respectively. For the <br />location of the Permit Boundary please refer to Map D-4-1 of the North <br />Thompson Creek Mine Permit Application. <br />This document contains the "Proposed Decision to Approve the Permit <br />Application"; a description of the environment affected by the mining <br />operation and the operation and reclamation plan; and the Division's <br />written findings of compliance required by the Colorado Surface Coal <br />Mining Reclamation Act. Detailed information concerning the review <br />process is on file at the Division offices, legal requirements can be <br />found in the Act and Regulations of the Colorado N1ned Land Reclamation <br />Board for Coal Nlning. All rules referenced in this document are <br />contained within the Regulations. Detailed information about the <br />proposed mining and reclamation operation can be found 1n the permit <br />application on file (Elie No. C-025-81) in the public record maintained <br />by the Division, located 1n Room 423, Centennial Building, 1313 Sherman <br />Street, Denver, Colorado 80203, telephone (303) 866-3567. Copies of the <br />application are also available for inspection at the Pitkin County <br />Clerk's Office, County Courthouse, 506 East Main Street, Aspen, Colorado <br />81611, and at the Garfield County Clerk's Office, County Courthouse, <br />Glenwood Springs, Colorado 81601. ;~ <br />
