A revised emissi ns notice shall <br />be filed whenever a significant change in emissions is an icipated or has <br />occurred. The commission shall exempt those sources or c tegories of <br />sources which it determines to be of minor significance f om the require- <br />ment that an air pollutant emissions notice be filed." <br />"(4) No person shall construct or substantially alter a building, <br />facility, structure, ar installation, except single famil residential <br />dwellings, or install arty machine, equipment, or other de ice, or commence <br />the conduct of any combinations thereof, or commence oper tions of any of <br />the same which will or do constitute a new stationary sou a or a new <br />indirect air pollution source without first obtaining or suing a valid <br />permit therefor from the division, board, or commission, s the case may <br />be; except that no permit shall be required for new indir ct air pollution <br />sources until regulations regarding permits for such sour es have been <br />promulgated by the commission. The commission shall eats lish rules, <br />regulations, and procedures in accordance with the provis ons of this <br />article for the granting or denial of permits which shall be in conformity <br />with the purposes of this article, as set forth in Sectio 25-7-102, but <br />in no event shall regulations governing indirect air poll tion sources be <br />more stringent than those required for compliance with th federal act and <br />final rules and regulations adopted pursuant thereto. Su h procedures <br />shall include, but not be limited to, the £ollawing:..." <br />It has come to the attention of the Air Pollution Control Division that you <br />plan to operate a granite, amethyst, silver and gemstone mine on q0 acres in e <br />portion of Sections 9, 10, and 15, T14S, R100W, Mesa County, olorado. A <br />review of the Division's Permit files indicates that a permit has never been <br />issued for this operation. <br />2??
