Thus, given the proclivity of the river t:o move to <br />the south into its historical channel, and Valco's proposed bend <br />in the river, the Council is concerned that, in reality, t:he effect <br />of the new construction would be to greatly increase the File-up <br />of water upstream from Valco's dike. As noted by the Provers County <br />Commissioners in the public hearing, there appears to be rio entity <br />which would assume responsibility for maintenance of the existing <br />artificial channel. Given these matters, the Council fears that <br />the construction of the proposed project would serve as nothing more <br />or less than a blockage on the river, the effect of which would be <br />to funnel high waters into Lamar. For these reasons, it 9.s respect- <br />fully requested that Valco's permit application be denied.
