STIPULATION N0. 8
WITHIN 30 DAYS OF PERMIT ISSUANCE COLORADO YAMPA COAL COMPANY MUST SUBMIT
TO THE DIVISION, TO BE INCORPORATED INTO THE PERMIT APPLICATION, A PLAN
FOR DEWATERING THE DETENTION BASINS TO THE ELEVATION NECESSARY TO CONTAIN
THE 10 YEAR - 24 HOUR STORM. THIS PLAN SHOULD INCLUDE THE RUNOFF CALCU-
LATIONS FOR THE STORM AND THE POND ELEVATION NECESSARY TO CONTAIN THIS
RUNOFF WITHOUT DISCHARGING THROUGH THE EMERGENCY SPILLWAY. SEDIMENT IN-
FLOW NEEDS TO BE CONSIDERED IN THIS CALCULATION.
Response: As shown in revised Exhibit 3a, Sediment Control Plan,
pump systems will be installed in each of the detention basins to
dewater the runoff volume of the 10-year, 24-hour storm within 72
hours. Sediment inflow will be stored in the sediment storage area
of each pond, which hae been designed to contain the volume of sedi-
ment yield from the 10-year, 24-hour storm. The sediment storage
area of each pond will be cleaned out when sediment acc~ulation
reaches 60 percent of the design volume.
