As you are <br />aware this is approximately the same section of road that was <br />affected by a landslide last year. As required in Rule 4.12, Bear <br />Coal Company notified your office by telephone concerning this <br />possible slide activity on April 22. <br />As part of the 1993 Repair Slide Plan, (Technical Revision <br />#14) Bear Coal Company installed two French drains, one being <br />located along the upper scarp (French Drain-Upper), the other along <br />the toe of the slide area (French Drain-Lower) and both monitored <br />monthly for flow. Flow from the upper French Drain began during <br />mid March at a rate of approximately 1 gpm and continued through <br />April, and stopping on May 5. The Lower French Drain has never <br />flowed since its installation in October 1993 and for this reason, <br />Bear Coal Company is considering the possibility of reestablishing <br />this drain in a different location so as to be more effective. <br />Bear Coal is currently in the process of monitoring subsidence <br />point U-24, and upon receiving this information, it will be <br />promptly forwarded on to you. <br />Upon determining that this area has stabilized, the access <br />road will be regraded to its original elevation. <br />If you have any questions or concerns please feel free to <br />contact me at anytime. <br />Sin~~~~~zo! ~~%~2~ <br />Basil R.
