Box 176 <br />Oak Creek, Colorado 80467 <br />Re: Life-of-Mine Bond Release <br />Dear Mr. Campbell: <br />The Division has reviewed the vegetation information submitted by P&M for the <br />reclaimed areas they are requesting bond release on. The data provided by P8d~1 <br />is acceptable. This vegetation information was the only remaining item needed <br />to complete the bond release request submitted last year. <br />P&M Coal Company requested bond release for reclaimed areas covered by the <br />"Life of Mine" bond on April 25, 1983. All reclaimed areas that were <br />requested for release were mined under the 1976 Colorado Mined Land <br />Reclamation Act or earlier. The April, 1983 bond release request was only for <br />backfilling and grading. On December 22, 1983 P&M amended the request to <br />include revegetation costs as well. Thus all liability is requested for <br />release. <br />An inspection of the reclaimed areas was conducted by the Division in <br />June, 1983. As a result of this inspection the Division requested <br />quantitative vegetation data and required a gully stabilization plan for <br />several gullies noted within these areas. Specifically, the gullies are in <br />the west side of Center Ridge and the east side Center Ridge above the old <br />haul road. The vegetation data has been submitted and an acceptable <br />stabilization plan was provided. However, it could be several years before <br />the Division can determine whether or not the stabilization plans are <br />effective. <br />The Division proposes to maintain $20,000.00 dollars of the liability from the <br />"Life-of-Mine" bond to ensure that the stabilization plan is effective. This <br />amount will cover any work required to stabilize the gullies as well as any <br />disturbance that may be created in the surrounding areas. <br />423 Centennial Building, 1313 Sherman Street Denver, Colorado 80203 Tel.
