Cultural and Historic Resources - Rules 2.04.4 and 2.05 .b (4) <br />Information on cultural and historic resources can be found on page <br />2.04.4 of the revision application. No change has occurred in this <br />section of the Findings, however, due to concerns raised by OSMRE with <br />respect to NEPA compliance the following stipulation is necessary: <br />Stipulation No. 50 <br />WYOMING FUEL COMPANY WILL PERFORI4 AN ARCHEOLOGICAL INYESTIGATION IN AREAS <br />HAVING THE HIGHEST POTENTIAL FOR LOCATING CULTURAL RESOURCES BEFORE <br />PROCEEDING WITH THE MINING OPERATION IN THE AREA ADDRESSED BY THIS PERMIT <br />REVISION. <br />IV. Geology - Rules 2.04.5 and 2.04.6 <br />A description of the geology is contained in the revision application on <br />Pages 2.04-6 and 2.04-7. A detailed discussion of the "geologic anomaly" <br />encountered during mining in early 1988 is contained in this section. <br />This anomaly necessitated the submittal of a technical revision to revise <br />the mining p1 an. The change was needed due to the unexpected fault zone <br />encountered in the second right development which created excessive water <br />and methane inflow into the workings. <br />The operation is in compliance with the requirements of this section. <br />V. Hydrologic Balance: Surface Water - Rules 2.04.5, 2.04.7, 2.05.3(4 <br />~~ <br />Information on the quantity and quality of surface water in the mine area <br />can be found in the application beginning on page 2.04-32; in Exhibits 6, <br />9, and 10; and on Map 7. <br />The major drainages which could potentially be impacted by this mining <br />operation are the Purgatoire River, the Ciruela Canyon drainage, the <br />Santistevan Canyon drainage, the Apache Canyon drainage, and the <br />Wet Canyon drainage. <br />The Purgatoire River is a perennial stream. Santistevan Canyon also <br />contains a perennial stream. Apache Canyon, Ciruela Canyon and <br />Wet Canyon contain either intermittent or ephemeral streams. The <br />monitoring requirements, past and present, for these surface drainages <br />are discussed on Page 2.05-35, Table 22, and in Exhibit 10 of the <br />application. <br />Water quality in the Purgatoire River and Ciruela Canyon will be <br />minimally affected by mine discharge water. The Purgatoire River will <br />receive mine discharge both from Pond no. 5 and by means of <br />Ciruela Canyon. Pond no. 5 is a new facility approved to treat the bulk <br />of Golden Eagle mine water before discharge to the Purgatoire River. The <br />Ciruela Canyon drainage is an ephemeral or intermittent tributary of the <br />Purgatoire River that flows primarily in response to snowmelt and <br />rainfall. Ciruela Canyon receives mine water discharge from Pond no. 2B, <br />the last of a series of settling ponds. Both discharges from Pond nos. 5 <br />and 2B are monitored regularly in accordance with the applicant's revised <br />NPDES permit. <br />-5- <br />
