<br />Summary <br />The Review Process <br />On January 25, 1984, Wyoming Fuel Company (WFC) was issued a permit to <br />conduct coal mining at the Golden Eagle Mine for a five year term. The <br />permit for the Golden Eagle Mine was reviewed on January 25, 1989 for a <br />subsequent five year term. <br />On September 1, 1989, WFC submitted to the Division a permit revision <br />application to revise the existing permit. The application was revised <br />and found to be complete on September 8, 1989. A letter was sent to WFC <br />on November 3, 1989 addressing the adequacy of the application and <br />requesting additional information. On January 25, 1990 WFC responded to <br />the initial adequacy issues. A letter requesting further clarification <br />and containing additional adequacy issues was sent to WFC on February 22, <br />1990. Additional information addressing the concerns was received from <br />WFC on March 6, 1990. All responses and information have been reviewed <br />by the Division for compliance. <br />Description of the Environment <br />The original Findings document contains a complete description of the <br />environment. One minor change in the mine plan has occurred since WFC <br />took over the operation from C.F.I. The Change involves pursuing <br />development to the north end installing longwalls in the First Third <br />Forth North's. This is discussed in further detail in the revised <br />Findings of the permit revision. <br />Description of the Operation and Reclamation Plans <br />Currently 3,394 acres are permitted with a surface disturbance of <br />44 acres for surface facilities. This permit revision proposes to permit <br />additional 5,674 acres with no additional surface disturbance. <br />Coal handling at the Golden Eagle Mine involves transport to the surface <br />on belts. The coal is then minimally processed with waste being trucked <br />to the coal processing waste area. Coal is trucked to the New Elk Mine <br />approximately four (4) miles west for processing. Approximately <br />1,200,000 tons/year of coal is being produced currently with the <br />potential of higher production rate if conditions warrant it. <br />At the conclusion of mining portals will be sealed and backfilled. Bench <br />areas will be graded to approximate original contour. Building removal <br />will involve salvaging and selling all usable scrap and disposing of the <br />remainder in an approved land fill. The disturbed areas will then be <br />topsoiled to the extent available material permits, then seeded and <br />mulched to establish vegetative cover. The post-mining land use is <br />rangeland and pasture land. <br />-3- <br />
