It has been <br />determined that your proposal does not meet the requirements of the Colorado <br />Air Quality Control Commission's Regulation [iumoer 1, Section III.D.l.a, a <br />copy of which is enclosed. <br />Thomaf M. Vernon M.D. <br />E:ecutne Director <br />The control plan as submitted is too vague to allow for a complete <br />determination of its effectiveness in controlling emissions. Further, not all <br />available practical methods of control were addressed. A complete control <br />plan should include sufficient information on control methods to determine <br />effectiveness. Location of wind screens in relation to dust sources and wind <br />direction and speed or application rate of stabilizing agents are examples of <br />the information required. <br />A site map detailing the emission sources and their relationship to each other <br />as well as to surrounding property is also needed. This will aseiet in <br />determining the effectiveness of the overall control plan and its impact on <br />surrounding areas. <br />A review of the existing Air Pollution Emission Permits issued to Terror Creek <br />Company was done in conjunction with [he control plan evaluation. Tne permit <br />was issued for a maximum production of 500,000 tans annually.
