This letter will confirm the discussion at our meeting and contains responses to the stipulations given to Bear Coal Company. ' The basic purpose of the meeting was to discuss the measures to be undertaken by the bear Coal Company in response to the stipulations made on the approval to the permit. Although responses to all the ' stipulations are included for your I-eviev, and approval, the two most critical stipulations to be approved are: • The drainage and sediment control plan as submitted herein so that the Scar Coal Company can initiate construction of the plan immediately upon ' final approval of the permit. • The support str-uctures for the stability of the portal face-up area so that the bear Coal Company can ' initiate construction of the necessal-y retaining walls and related aspects upon final permit approval. The following are the responses to the various stipulations to the Bear Coal Company pel-mit approval included in the Proposed Decision and Findings of Compliance Document of the Colorado (.lined Land Reclamation ' Division ("Division"): Stipulation No. 1 In discussions previously held with tir.
