We are willing to conditionally accept
your request for abbreviated sampling and testing of the coal refuse from the Loadout.
If the analysis of the composite sample shows any positive results that would indicate the
presence of hazardous matter in the coal refuse material, we may require additional samples
and testing before any further consideration wilt be given. Negative test results do not
guarantee the final acceptance of the coal refuse at the City of Trinidad Landfil I.
Final acceptance of the coal refuse will be determined by the City of Trinidad after all
factors have been weighed and it is determined to be in the best interest of the City to accept
the material. We will continue to consider the possible use of the coal refuse as a fuel at the
Trinidad power plant.
If you have any questions, please feel free [o contact me.
Respectfully yours,
(~
Te S.
