T'he project propenent and applicant is Clew Creek
District water Providers 1 T.(', 5560 Quebec Street, Suite 110, Greenwood Village, Colorado.
Douglas Mountain Filing No. 1, a rosidential anew, is located immediately east of the proposed mining
facility. We are adamantly opposed to the construction and operation ofthis or a~ other mining facility
of this type in this area. we have had direct experience with the impacts associated with the operation of
the Albert Frei & Sons Quarry on US 6 in Clear Creek Canyon. None of the regulations associated with
the operalion of this facility have been enforced by the State of Colatado, setting a very poor example of
rock mining i4 this sensitive region. As such, we request that DMG delay a decision to issue a mining
permit until the following issues, at a minimum, ace fully Fonsidered and addressed.
with respect to the quarry application we have the following specific comments:
Page 10 Blasting Procedures
Both private and public structures must be protected from the impacts of blasting androck movement.
The most stringent OSM, ITS Bureau of Mines, or other relevant ground vibration standards must be
adhered tA. A plan must be developed that includes monitoring and reporting to ensue the protection of
alt structures within the DMRA area. Comptance with these standards must be documented through a
detailed-monitoringsystem_to-be-irrstalled©nDeuglas-Mountain-Driveand-is-HMRA areasabove-the
quarry, following review andapprrruaI by DMRA. Monitoring results will be.provided to DMRA, with
interpretation, on a monthly basis. The impacts of blasting and blasting residuals on ground water flow,
well yields, and water quality must be documented and (ally mitigated.
Page 17 Exhibit G Water Information
Provide DMRA with the site drainage design and rvnoffcontroi plans. A detailed site-
specific inventory of wildlife and vegetation is required for ffie facility as part of the app&cation. The
Colorado Division of Wildlife should also 6e consulted on this matter. The Reclamation Plan, including
vegetation species and cover requirements must be provided to DMRA for review,
