Description of the Operation and Reclamation Plans
The proposed Rimrock Mine permit area will be 38,7 acres. The acreage
disturbed during the permit term is not to exceed 19.6 acres. The permit term
will be five years. At this time it is not known if the mine will operate
beyond 1994. There is a second five year plan under consideration at the
present time, but no data has been generated for this extension. Coal will be
mined in the Rimrock Mine by strip mining methoas. Mining will be conducted
in the Engleville Seam which is found split into the upper and lower
Starksville seams in the nearby Raton Creek Mines. The Engleville Seam Ties
near the stratigraphic center of the Vermejo Formation.
It is anticipated that an average of 30,000 tons of coal will be mined
annually with a total of 150,000 tons mined for the five year period. Prior
to overburden stripping, topsoil will be removed from the pit area and stored
in accordance with the Division's requirements. Each mining working area will
be held to about 1.5 acres in size and will be completely restored and
revegetated (seeded) before another stripping begins. No more than 1.5 acres
will be exposed at one time. The initial boxcut overburden material would be
used to reclaim the last 1.5 acre stripped area. Thus there will only be a
temporary stockpi]e of overburden material from the initial cut. The
remaining disturbance which includes one sediment pond and the haul road, will
not be reclaimed but will be left in stable condition at the request of the
landowner.
Sediment and drainage control at the site will be accomplished by diversion
ditches and a system of road drainage and collection ditches and culverts
which direct disturbed runoff to a sediment pond at the base of the disturbed
area.
All coal processing equipment and power will be portable. The office, if
needed, and the bathhouse facility will also be portable and removed after
completion of the operation.
-5-
