The Bureau of Land Management is responsible for the balanced management of public
lands, resources, and their values to best serve the needs of the American people.
Management is based upon the principles of multiple use and sustained yield, a combination
of uses that takes into account the long-term needs of future generations for renewable and
nonrenewable resources. These resources include recreation, range, timb~:r, minerals,
watersheds, fish and wildlife, wilderness, and natural, scenic, scientific, and cultural values.
This Environmental Impact Statement was prepazed by URS Greiner Woodwazd Clyde, an
environmental and engineering consulting firm, with the guidance, participation, and
independent evaluation of the Bureau of Land Management (BLM). The BLM, in
accordance with 40 CFR 1506.5 (a) and (c), is in agreement with the findings of the analysis,
and approves and takes responsibility for the scope and content of this document.

Document Control No. FES-99-18
