Lease Information <br />Two federal coal leases are involved in the proposed ventilation shaft and methane <br />drainage wells, as follows. <br />Lease COC 001362 <br />' 1967 issue date. <br />• Moth Iicd with a 160-acre extension on October 15 <br />2001 <br /> , <br /> • 4,900 acres total (including modification), with 1,260 acres in the West Elk IRA <br /> (including modification) <br />' • Proposed on lease: About 123 methane drainage wells on 113 sites and about 17 <br /> miles of road construction. <br /> Proposed on IRA portion of lease (including the 160-acre extension): 12 methane <br />' drainage well drill sites with 2.4 miles of road construction. This includes one- <br /> quarter (1/4) mile of road construction oil the lease, but in the IRA, to access <br /> methane drainage wells on the lease. <br />' • Proposed on 160-acre modification two methane drainage well drill sites with <br /> one-tenth mile of road construction. <br />' Ventilation shaft/escapeway proposed on this lease is not in an IRA. <br />' Lease COC-56447 <br />• 1995 issue date. <br />• 2,910 acres total, all within the West Elk IRA. <br />• Proposed on lease: 240 feet road construction. <br />Project Details <br />The E Seam Methane Drainage Wells (MDW) Project Proposal includes: <br />Access and Road Construction: <br />Access needs to and from the E Seam MDW drilling area would use a combination of <br />County, existing National Forest System Roads (NFSRS), existing lift-of--mine <br />administrative access wads serving the coal leases, and newly constructed administrative <br />access roads as follows (refer to map): <br />A. Daily project traffic (with the exception of oversize vehicles) is required to access <br />from the north via the Sylvester Gulch Road (approved as a temporary road in the 2002 <br />Coal Methane Drainage Project Panels 16-24 Environmental Assessment and <br />DN/FONSI May 2002. and modified to a life-of-mine (to 2030) road in the 2006 <br />Supplement to Coal Methane Drainage Project Panels 16-Z4 Environmental Assessment <br />for Sylvester Gulch Road Construction and Long Draw Saddle, Construction Upgrade. <br />Project traffic on the Minnesota Creek Road was an issue that has arisen from Delta <br />
