the site or any groundwater seepage from the site to the Harvey Gap drainage. <br />The Division found no erosional features or indications of soil erosion from the reclaimed areas of the <br />site during the on-site inspection. <br />The Division finds that lands to which the release would be applicable aze not contributing suspended <br />solids to streamflow or runoff outside the permit area in excess of premining levels as determined by <br />baseline data or in excess of levels determined on adjacent nonmined areas. <br />The Division finds that the disturbed azea has been revegetated and stabilized and the untreated <br />drainage azea has been revegetated and stabilized. There has been no record of any gravity drain <br />discharge from the mine portal. As there is a demonstrated probability that untreated drainage from <br />the disturbed azea does not contribute additional suspended solids above natural conditions, that there <br />is no evidence of discharge, and that there is no changed condition from premining to reclaimed <br />postmining conditions that would adversely affect the quality of runoff, the Division finds that <br />untreated drainage from the disturbed area does not contribute additional suspended solids above <br />natural conditions, and that the quality of untreated drainage from the disturbed azea would meet the <br />State and Federal water quality standard requirements applicable after the sedimentation ponds and <br />treatment facilities are removed for receiving streams [Rule 4.05.2(2)]. <br />Remaining Reclamation Work <br />Reclamation work which remains to be done at the site includes: <br />1) Reclamation of the sediment pond. <br />2) Reclamation of the drainage ditches, <br />3) Reseeding of the site (as may be required). <br />4) Removal of signs, mazkers, monuments and mine drain pipe. <br />5) Removal of the earth dam that directs any flows of the reconstructed drainage across the reclaimed <br />portal and facilities azea to the sedimentation pond. <br />Maintenance of the site is required until Phase IIl Bond Release. <br />Percussion to remove Sedimentation Pond SP-1 and associated drainage ditch (C-1), the clear-water <br />interceptor ditch (D-1), and the earth dam in the reconstructed drainage is, based on the <br />demonstration [Rule 4.05.2(2)] included in this Application, granted concurrently with approval of <br />the Application. <br />Permanent Features at the Site <br />The former haul road on the site and associated culvert and ditches, the constructed drainage across <br />the relaimed site, and the riprap relief drains off the terrace to the valley floor aze permanent features <br />of the reclamation plan. <br />Phase II Bond Release (SL-02), Eas[side Coal Mine <br />15 Augusc 2001 <br />Page B of 10 Pages <br />
