Introduction <br />This document is the findings of compliance in support of a proposed decision of the Colorado <br />Division of Minerals and Geology (Division) in response to a request (SL-02) for a complete Phase II <br />bond release at the Eastside Mine, Eastside Coal Co., Inc., Division permit number C-1984-063, The <br />package contains four parts. These include: 1) procedures and summary of the bond release process; <br />2) criteria and schedule for bond release; 3) observations and findings of the Division regazding <br />compliance with the bond release requirements of the Colorado Surface Coal Mining and <br />Reclamation Act and regulations promulgated thereunder; and 4) the Division's proposed decision on <br />the request for bond release. <br />Detailed information about the review process can be found in the Colorado Surface Coal Mining <br />Reclamation Act (Act) and the Regulations of the Colorado Mined Land Reclamation Board for Coal <br />Mining (Rules). All Rules referenced within this document aze contained within the Regulations. <br />Detailed information about the mining and reclamation operations can be found in the pemut <br />application on file at the Division offices, located at 1313 Sherman S[reet, Room 215, in Denver, <br />Colorado. <br />The Eastside Mine is an underground coal mine permitted and operated by Eastside Coal Company, <br />Inc. (Eastside). The mine is located in Section 24, TSS, R92W, 6`~ P.M., Gazfield County, Colorado, <br />more specifically described as follows: Cotnmencing at a point which bears Sb°25'08"W, 483' +/- <br />from the NE comer of Section 24, thence south a distance of 905' +/-; thence S89°27'34"E a distance <br />of 2650' +/-; thence south a distance of 975' +/-; thence west a distance of 4160' +/-; thence <br />NS°23'22"E a distance of 2662' +/-; thence S80°04'26"E a distance of 2030' +/- to the point of <br />beginning. The ownership of the Land for which bond release has been requested is private, and the <br />coal ownership was private. The mine is in permanent cessation, and the disturbed azeas of the mine <br />site aze in the process of reclamation. <br />Reclamation for which bond release has been requested was conducted June and July 1995.
