': <br /> <br />STIPULATION 10: The permittee shall submit to the regulatory authority <br />a demonstration of the representativeness of the vegetation sampling <br />for the vegetation communities at the Munger Canyon site. This <br />demonstration shall address rainfall amount and seasonality for <br />the year of vegetation sampling and the two previous years and compare <br />this information to mean precipitation amounts and seasonality for the <br />location. This demonstration shall be submitted 60 days after the <br />permit issuance. <br />ANSWER: The long-term (40 year record) annual precipitation at Grand <br />Junction is 8.44 inches (National Oceanic & P.tmospheric Administration <br />data). During the 1980 sample year the total annual precipitation was <br />10.14 inches. During 1978 and 1979 precipitation was 7.89 and 8.90 <br />respectively. <br />Effective precipitation, from October 1, 1979 (the year prior to <br />sampling) to the end of the month following sampling (July 31, 1980) <br />was 6.58 inches. The 40 year average effective precipitation <br />for October through July is 6.54 inches. <br />With regard to temperature, the 40 year average annual temperature at <br />Grand Junction is 52.6o F. During 1980, it was 54.60 F. However, during <br />the 1980 growing season prior to sampling (March through July), the <br />average temperature was 60.8° F. while the 40 year average was 61.4° F. <br />Thus, it could be concluded that precipitation and temperature <br />as they affect vegetation growth as sampled during 1980 were <br />moderate & very close to average and slightly more favorable to <br />vegetation growth than conditions for the long term averages. <br />
