':his interpretation resulted from a <br />review ~f the pertinent Federal regulations and preambles, and <br />discussion of the topic with hydrologists from the States of <br />Colorado and New Mexico and engineers from the,U.S. Mine safety <br />and Heal::h Administration (MSHA).
