I have made <br />three trips to the site since the Colorado Mined Land Reclamation Board <br />meeting on April 26, 1979, and can attest to these actions. This letter <br />also describes conditions at the mine site during your inspection on <br />May 11, 1979, and the present status of environmental controls being <br />followed. As you know, the haul road at Grassy Creek Coal Mine T11 is <br />in the construction phase and the Rockcastle Company has been struggling <br />against inclement weather conditions all spring. Therefore, the two <br />times you visited the site have been under the worst possible conditions. <br />As I understand your inspection report, the two main areas of concern <br />are topsoil salvaging procedures and sediment control measures. In re- <br />sponse to topsoil salvaging, the Rockcastle Company has salvaged the <br />topsoil located at the toe of the fill along the haul road. This was <br />accomplished by using a backhoe with a 35 foot reach to pull the topsoil <br />to the roadway and subsequently spread it along the downslopes of the <br />haul road in preparation for seeding. Additionally, topsoil which had <br />been pushed down from the upper edge of the road cut into the road it- <br />self and may have appeared to been lost, has been picked up and either <br />spread along the downslopes of the road in preparation for seeding or <br />hauled to a new topsoil stockpile for use in future topsoil needs. <br />976 WELCH COURT GOLDEN.
