Mr. John Walters - 2 - October 4, 1985 <br />Salt Creek Mining Company provided an additional analysis of the surficial <br />material of the mine benches and submitted the results on revised Pages 4-64 <br />and 4-64a of the permit application. The results indicated that the material <br />is suitable as a plant growth medium. Therefore, a selective handling plan <br />for isolation of unsuitable material is not required and Stipulation No. 5 is <br />considered resolved. <br />Stipulation No. 7 <br />WITHIN SIXTY (60) DAYS OF PERMIT ISSUANCE, THE APPLICANT MUST REVISE <br />THE APPLICATION TO PROVIDE A STATEMENT THAT THE COMBINED McCLANE CANYON <br />MINE AND MUNGER CANYON MINE PRE-MINE DATA FOR PRODUCTIVITY FOR THE <br />GREASEWOOD SHRUBLAND, SHADSCALE SHRUBLAND, AND JUNIPER WOODLAND PLANT <br />COMMUNITIES WILL BE UTILIZED FOR THE DETERMINATION OF REVEGETATION <br />SUCCESS (PRODUCTIVITY COMPONENT) IN ACCORDANCE WITH THE CRITERIA <br />ESTABLISHED UNDER RULE 4.15.8(B)(b). <br />Salt Creek Mining Company submitted a statement to this effect in revised <br />Section 3.4.9 of the permit application. Although the statement is in <br />connection with the annual revegetation monitoring plan, the Division <br />understands that this method will be utilized for final determination of <br />revegetation success upon termination of mining operations. Therefore, <br />Stipulation No. 7 is considered resolved. <br />Stipulation No. 8 <br />THE FOLLOWING WOODY PLANT DENSITY REVEGETATION SUCCESS STANDARD IS <br />PROPOSED BY THE DIVISION FOR THE McCLANE CANYON MINE: 500 STEMS/ACRE <br />FOR THE GREASEWOOD SHRUBLAND AND SHADSCALE SHRUBLAND COMMUNITIES, AND <br />2,000 STEMS/ACRE FOR THE JUNIPER WOODLAND COMMUNITY. WITHIN <br />SIXTY (60) DAYS OF PERMIT ISSUANCE, THE PERMITTEE SHALL EITHER REVISE <br />THE PERMIT APPLICATION TO COMMIT TO USE OF THIS STANDARD, OR COMMIT TO <br />USE OF AN ALTERNATE STANDARD AGREED UPON IN CONSULTATION WITH THE <br />DIVISION. <br />Salt Creek Mining Company has accepted the success standard as proposed by the <br />Division. A statement to this effect is provided on revised Pages 3-13 and <br />3-14 of the permit application. Stipulation No. 8, attached to Permit <br />No. C-004-80, is therefore considered resolved. <br />Stipulation No. 9 <br />THE FOLLOWING SPECIES DIVERSITY REVEGETATION SUCCESS STANDARD IS <br />PROPOSED BY THE DIVISION FOR ALL REVEGETATED AREAS AT THE McCLANE <br />CANYON MINE: 3 COOL SEASON GRASSES, 2 WARM SEASON GRASSES, AND 2 FORBS <br />BE ESTABLISHED, AT MINIMUM; NO ONE SPECIES OF WHICH IS TO COMPRISE MORE <br />THAN 40% OF THE RELATIVE VEGETATIVE COVER. WITHIN SIXTY (60) DAYS OF <br />PERMIT ISSUANCE, THE PERMITTEE SHALL EITHER REVISE THE PERMIT <br />APPLICATION TO COMMIT TO USE OF THIS STANDARD, OR COMMIT TO USE OF AN <br />ALTERNATE STANDARD AGREED UPON IN CONSULTATION WITH THE DIVISION. <br />
